The Constitution of TALCSC

THE CONSTITUTION OF THE ASSOCIATION OF LONDON CELTIC SUPPORTERS CLUBS.

1. Name  
 
The name of the organization shall be The Association of London Celtic Supporters Clubs. Hereinafter called the Association
     
2. AIMS  
 

The aims of the Association shall be:

  1. To promote and facilitate amongst Members branches the active support of Celtic F.C.
       
  2. To serve the interests of our member clubs by promoting and advancing the heritage, tradition and well being of Celtic Football Club.
       
    i) espousing non-exclusivity, embracing all ethnic groups, creeds and religious faiths and those of none
       
    ii) affirming the Irish/Scottish identity and actively fostering the historical links with Ireland
       
  3. To promote social, recreational and leisure interaction between member clubs of the Association, Celtic, their staff and players, and all who are truly disposed towards the well-being of Celtic.
     
  4. To make donations to charitable institutions in keeping with the Celtic tradition.
     
  5. To encourage and assist in the formation of new supporters clubs within our area.
     
 
3. Membership
     
  1. The Association shall consist of affiliated Member clubs and shall be governed by an elected Executive Committee.
       
  2. Membership shall be open to all properly constituted Celtic Supporters clubs within the southern counties of England.
     
4. Membership Fees
     
  1. Member clubs must pay a yearly membership fee.
       
  2. The annual membership fee shall be a set fee per member per club, payable no later than 30th September each year.
     
` 3. Annual membership fees will be reviewed each year and shall be set by the Executive Committee and approved and adopted at each Annual General Meeting of the Association Council.
   
5. Association Council
     
  1. The Association Council shall comprise of Members of the Executive Committee and up to two Delegates from each Member Branch.
       
  2. A meeting of the Association Council shall be held once each month, except June and July. In exceptional circumstances and subject to the approval of the Executive Committee, meetings can take place in June and July.
     
` 3. The Executive Committee may convene a Special Meeting of the Association Council for the consideration of business of great urgency.
     
  4. One third of the clubs of the Association shall constitute a quorum.
     
  5. The Chairman shall chair the meeting. In his/her absence, the Vice-chairman will assume the role. In the absence of both, the meeting shall elect a Chairman from the members of the Executive Committee present
     
  6. The Chairman at Association Council meetings shall have, in the case of equality, a casting vote only.
     
6. Executive Committee
     
  1.

The Executive Committee shall consist of 9 persons and shall include the following Office Bearers:

Chairman, Vice-Chairman, Secretary, Treasurer, Assistant Treasurer, Public Relations Officer and Social Convener.

       
  2. All Office Bearers to be elected by the Association Council at the Annual General Meeting.
     
` 3. Nominations for Executive Committee positions must be made at the monthly meeting prior to the A.G.M.
     
  4. Executive Committee members shall retire annually and be eligible for re-election
     
  5. Only one member per club shall serve as an Office Bearer and no more than two from any club shall serve on the Executive Committee.
     
  6. Executive Committee members who fail to attend 75% meetings during their term of office shall be deemed ineligible for re-election.
     
  7. Executive Committee members who miss three consecutive meetings without good cause shall be deprived of office.
   
7. Voting Association Council
     
  1.

At all meetings of the Association Council voting shall be a show of hands, unless a poll is requested.

       
  2. Decisions shall be made by a simple majority of the club votes present. Each club has one vote.
     
` 3. If a poll is required the Chairman will appoint 2 scrutineers (who shall be club delegates attending the meeting) they shall total the votes and report same to the Chairman.
     
  4. The Chairman shall have a casting vote only.
     
  5. Members of the Executive Committee shall have a voice but no vote at Association Council Meeting.
     
  6. Members of the Executive Committee may not sit as voting delegates at a Meeting.
     
  7.

Any club which cannot attend any meeting of the Association is entitled to vote by proxy. This can only be done if the following condition is fulfilled:-

The secretary of the club that will be absent from the meeting must send that club's apologies in writing to the Secretary of the Association and in that letter nominate the club which it wishes to represent it at the meeting of the Association.

   
8. Annual General Meeting
     
  1.

The Annual General Meeting of the Club shall be held in May of each year for the consideration of reports, the election of office-bearers and committee members and for the transactions of general business. 50% of member clubs shall form a quorum. The Secretary shall give ten days notice and shall provide an agenda to all member clubs

       
9. Amendments to the Constitution.
     
  1.

No alteration shall be made to the Constitution, except at the Annual General Meeting or at a Special General Meeting All proposed amendments to the constitution shall be forwarded in writing to the Secretary no later than twenty eight [28] days prior to the Annual General Meeting or twenty eight [28] days prior to a Special General Meeting called for that purpose.

       
  2. 2. Amendments to the constitution will require a simple majority of the delegates' votes present
